Usually manager is responsible for reported time approval and resolving conflicts. Administrators are responsible for final review and payroll. Administrators would like to be sure that there are no open conflicts or alerts when they start paying out salaries.

This is why it would be nice to see open conflicts and alerts at the summary & detailed reports.
